Saturday 15th January 2011 12:30am I was taking my dog for the last walk of the day and was at the West Gate. (By the main swimming pool).
Lou, the resident from house 315/283, Soi 4 asked me if I had a minute.
He went on to say he has a problem with cats in his garden that make noise and keep him awake at four o’clock in the morning.
This was a discussion Lou had with me in December. At that time he said that he had talked with one of his neighbours and they were prepared to pay money to have stray cats from the village relocated. It was agreed at that time that this would be something that he would look into.
When Lou approached me again on the 15th January 2011 (today) I asked Lou if he had done anything about it since we had talked in December. He replied that his neighbour had done nothing.
Lou went on to say that I am not contactable. Over the last two days he has called me three times and I haven’t answered my phone.
I told him that he was ringing the wrong number, as I have no missed calls from him.
Lou came charging at me, trying to punch me.

Lou then demanded that I step down from the village as he wants someone that can really run the village, someone that he can complain to and fix his problems.

This is a problem, Lou expecting me to fix personal problems that he has in his garden or in his house.
Prior to this Lou has complained to me that:
- Peter 315/282 had building work going on and Lou was unhappy with the builders making noise
- Tony 315/251 had building work going on and Lou was unhappy with the builders making noise
- Teddy 315/210 had building work going on and Lou was unhappy with the builders making noise
- 315/278 had a new born baby, and Lou was unhappy as the baby cried.
- 315/278 cook Thai food in the out side kitchen of their house
- Neighbours children playing outside his house.
Now he is complaining that he has cats in his garden and he wants me to remove them

I estimate that in 2010 I have given at least 600 hours of my own time

Some of the items I help the village with include (but not in total)
- Raising invoices, printing and delivering
- Writing news letters and information, printing and delivering
- Tracking bank maintenance payments and bringing individual accounts up to date
- Keeping the village web site online, (which I personally pay for)
- Chasing non payers and reissuing invoices to late payers
- Changing invoices to digital PDFs and emailing to off shore residents
- Issuing gate and door passes to village residents
- Switch off passes that have been lost or stolen
- Ensure that the village has good stock of the gate passes
- Pay all monthly bills, Electric, Guards, Pool maintenance, Water, Police, Garbage collection, Garden man
Repairing village lighting - Repairs to Swimming pools
- Repairing entrance gates
- Manually open village gates when the city electric goes down
- Manually close village gates when the city electric comes back on
- Book keeping for the village
- Getting prices for repairs from several companies
- Make arrangements for that work to be carried out.
- Keep the village electric on, even after meters being removed.
- Arranging for new water meters to be fitted after removal
- Finally Issuing end of year accounts
The village personally costs me money, ie I never claim back money from the village for any:
- Petrol or mileage driving my car for the village
- Phone calls made to residents or companies on behalf of the village
- Printing materials, paper ink, invoices, receipts, letters, information
- Domain name and web hosting for the village.
I should not be getting any verbal or physical abuse from residents on this village.
My message to Lou is this, Why don’t You help Us on this village instead of complaining, or if you really want me to step down, why don’t You Lou take my place.

If I and other people stopped giving our time for free, and a management company was called in to take over, it would cost each house at least 6,000 Baht a year more in maintenance fees. For me, this makes this kind of situation with Lou totally unacceptable

Does this man not realise that he is fortunate that he has time to fret over such insignificant trivia. The time to complain is when you have a severe health problem; it tends to put things into perpective.
Without Richard and those who freely give of their time trying to turn the village into a place to live and be proud of we would all be in the proverbial. Perhaps it is best to be thought of as a fool, than open one’s mouth and remove all doubt. It is easy to criticise from the outside, perhaps assisting and not slagging might help alleviate the perceived annoyance.

We all know your doing a good job and appreciate it. My advice regarding Lou is don’ let him get to you personaly, he’s the same with other people too and is unlikely to change his ways.

I HAVE WORKED CLOSELY WITH RICHARD ON REVIEWING PAID
BILLS AND ACCOUNTS SUMMARIES. WE ARE SO LUCKY TO HAVE
HIM TAKE ON THE RESPONSIBILITIES OF THIS VILLAGE.
HE HAS DONE A TREMENDOUS JOB TO BRING UP THE STANDARDS OF THE VILLAGE IN SUCH A SHORT TIME. I HOPE EVERYONE IN THE VILLAGE EXPRESSES STRONG SUPPORT.
LOU IS 1 VERY TROUBLED PERSON AND PICKS A FIGHT EVERY CHANCE HE GETS. A FEW YEARS BACK HE RODE HIS MOTORBIKE UP TO MY HOUSE AS I WAS JUST RETURNING FROM WALKING MY SMALL 1 YEAR OLD DOG AND STARTED SCREAMING AT ME THAT HE WOULD PUNCH MY LIGHTS OUT IF MY DOG SHIT ON HIS GRASS AGAIN.
IT WAS NOT MY DOG AS THE PILE OF POOP WAS ALMOST HALF THE WEIGHT OF MY DOG. I FILED A WRITTEN REPORT WITH THE TOURIST POLICE OF THAILAND.
MY SUGGESTION IS LOU PAY RICHARD’S 2011 MAINTENANCE AS AN APPOLOGY TO HIM. HIS ACTIONS COULD GET HIM DEPORTED.

Richard your doing a great service to all of us in the village.
This character Lou would be better off over on the dark side by the sound it, he can then attack the kamoiys and snakes.
If Lou is the guy on the corner of soi 4 and reads this, clean up your garden, it’s an eyesore.

Richard, great work on the village, luckily Hans, Bob e.t.c. helps out, because it is tons of work. Lets hope that more people helps out in the future on the village (instead of just complaining). I and Peter Ring and some others have helped out on the village.
LOU, soon everyone has seen that you have a anger issue, do something about it. It is unacceptable that you attack anyone with a fist or threaten to punch poeple on the village, and this time it was because YOU have stray cats in your garden.
The cats can jump over any wall around the village. If they create a problem for you in your garden, solve it your self, (LOU, use a powerful watergun or something else, then the same cat will not come back).

I would imagine that if a human person parked themselves under your bedroom window and howled at 3,4,5,or 6 am you would act accordingly and if that person did it to other homes consistently it would become a village(communal issue).Why are cats exempt.?
When we had the stray dog problem that was addressed as a communal issue.
The cats are not only my problem but many other residents have complained about the incessant screaming at all hours of the night.
Therefore IT most definately is a communal village problem and MUST be addressed under the maintenance of the villiage.
Further more when anybody challenges me like you have with the four letter word in the past or calls me a liar in my face I will take measure. I told you that I tried calling you on your mobile several times lately to which you called me a liar. I have concrete evidence of my calls as they remain registered in the cell memory.I will not tolerate disrespect in any form to my person irregardless of the source and I will defend myself to the utmost at all times agaist false accusations,prejudices or character assasiination.
In conclusion the facts speak for themselves.
I counted 7 cats in the driveway of Peter Herring.Obviously he loves cats and feeds them.I don’t hate cats.But when they keep me up all night then it becomes an serious issue to my personal health and well being..This has been going on now for several months with no resolve in sight.Fact no.2. The Norwegian neighbour directly behind me has decided to cook outside .directly behind my bedroom at 2,3,4 am.Naturally the cats conglamorate in this immediate area,usually on my side commencing their screams long after the wafting smells have drifted away.
This all may seem comical to many residents who are NOT affected by this problem.
Believe me.It is not funny unless you are sadistically bent .
I have considered selling many times,just to escape this mess but ask myself why should I be forced to that extreme against my will.I did not and do not harm,instigate or receive any complaints of noise or rudeness unless it is first inniated against me and the home that I have established.

I do feel sorry for you Richard, working like hell trying to get the village working.
So far you have made a tremendous work and not get any credit only stabs in the back.
I also have a problem with all stray cats but I am prepared with a sling shot,water gun and a electronic screamer. I also have a problem with my neighbor they have a cock thats calling any hour of the day and night, 3 or more dogs barking. But what to do shall I make you responsible? I don’t think you have anything to do with that.
It is the stupid basterds who own the cats , cock and dogs who are responsible.
Lou should find them and punch them if he dares but i don’t think he does.

Law Firm and Police Report
After speaking with a law firm, I was instructed to make a police report regarding the event with Lou (Lucian Jaros).
While making the police report I learnt that this wasn’t the first police report made by a Royal Park resident against Lou. All of these police reports will now be given to the law firm which will be contacting Lou.
After posting the information on the internet, other people reported to me problems that they have had with Lou on the village, some of them were too scared to make a report.

Lets slow down a bit here, Lou may not be everyones cup of tea but this talk of legal action is over the top and will only make matters worse and increase tensions. The only winners will be lawyers and the less the Police have to do with this village the better. Lets take care of our own business.

After speaking with a resident on the village, i realise that I did not make it clear that it was Alison and I walking the dog, so Alison had to witness this behavior.
Alison stood between Lou and I to try to stop him attacking me. In my opinion, this was the only reason why i wasnt physically attacked by Lou.
I also had to tell Lou that there was a camera pointing at us, it was then that he backed off, but continued to be abusive and aggressive.

Yesterday at 6:30 in the morning there was a very loud cat fight on our wall. At 14:00 the birds in our garden were very noisy. And we have had no rain for weeks. This is just not good enough.
